This bug was in Photoshop 24.2 but in the never version of 25.1 I'm getting it again; when I try to save a new document. The dialog box is blank, there is no save to computer button at the bottom left. Also in preferences it seems there is no longer an option to set File Handling to default to the hard drive.

@Christopher23738239ijke I didn't have the issue in version 24.xx and not having the issue with version 25.1 on both Windows 10 and 11, the default file location option is still there also.
Have you tried manually resetting your Photoshop preferences

Have you run a system file checker on your PC to check for corrupt Windows files

I too am having this issue, but my preferences do not include the "Default File Location" option.
The only workaround I've found for this is to convert the entire file to a smart object then convert that to linked. But unfortunately this takes so much time with large, complex files.
