I had the same issue on a 2012 Mac Mini running macOS Mojave 10.14.6 with Photoshop 2021 (ps ver 22.5.9)

What i did was Sign out from with the Adobe Creative Cloud Application, opened Photoshop 2021 and Signed in from there.

Then the Libraries panel started working.

Still no "Libraries", but at least I did get the "something Went Wrong..."
error message.

Why happens when you log into the website?

I have no issues logging into the website. When using Photoshop 2021 and clicking to show the libraries panel, there is no error message, just a blank, black panel.  I have reset Preferences twice, and the issue still exists.

Is 2021 the latest version that is compatible with your computer? If not, you could try upgrading to a later version to see if that resolves your issue. Although I will caution that Adobe only allows installations of the current version and one prior so you would not be able to roll back that far if you upgrade.

Check to make sure your CC Desktop App is updated. No reason to uninstall/resinstall to resolve. Try resetting preferences first - https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences
