Blending Modes not working

I'm using Version 21.2.4 and the blending modes don't affect the layer I chose.  According to the Undo/Redo command (Edit menu), the action happened but I don't see any change in the photo.  I tried clicking Legacy Compositing in Preferences (Performance) and restarting the program but it doesn't change the situation. Color mode is RGB.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?

Blend modes are interactions between layers. There's nothing under this layer, so nothing happens. There's nothing to blend with.

important detail. I'm sure I'll never forget it again.

Just to make sure:

Some people used to recommend duplicating image layers and setting them to Multiply or Screen to darken or brighten the image. 

This was not a great approach. 

A blank unedited Adjustment Layer set to the Blend Mode would achieve the same result with less data and touch-up on the original image would carry over immediately.
