I'm running ps cc 20.0.6 on a mac and I have tried a great number of things to make the sky/building in this image look a bit better. Any suggestions?

There's really no detail in the sky to be recovered. However, there is good detail within the building that can be manipulated.
I converted your image to a Smart Object and applied a Camera Raw filter…
- Highlights: -100
- Blacks: -30
- Clarity: +20
- Dehaze: +60
There are many other options that can be tweaked. My main focus here was quickly pulling out detail in the building.
