blue spinning circle in PS 2023

I am very new to PS 2023 and LRC v12 all running on an Imac

Please explain to me what Ps is looking for when I open it.  Under Lightroom Photos, all I get is a spinning blue wheel. it's obviously looking for something.

I use Creative cloud for my Lightroom CC photos. 

Please keep it simple

Are you correctly logged on your creative cloud account?

Do you have a firewall that might prevent connecting to your CC account?

Maybe try to log off then log back in?
