Blur and gradient banding since 23.1.1 release

Something happened with blur and gradient algorithms in the new version of Photoshop (23.1.1, Windows 10). Gaussian Blur is producing some intense banding at 16 bit:

 

The screenshot was brightened to show the issue, which is mostly visible in the shadows.

 

I tried disabling GPU, updating my GeForce RTX 2080 Studio drivers and everything else, really.

I've not seen any new banding in blur or gradients in 23.1.1 but:


1. I use 10 bit monitors (Eizo CS2731s)  and the display chain is set up to 10 bit/channel (also labelled 30 bit) in Photoshop, in the NVidia driver and the monitors are plugged using display port connectors. Banding will be visible on 8 bit monitors  but that is the nature of an 8 bit display chain and is not in teh 16 bit document.

2. I view at 100% zoom. If you zoom out to less than 66.7% then 8bits/channel are used for the on screen preview (even in 16 bit/channel documents). That is not new in this version. Photoshop has always worked that way.
