Blur the edges of a picture

How do you open the tool panel?

Window > Tools 

2nd how to blur the edges of a picture so it does not look like picture fram on a tshirt?

If you need transparency, then add a layer mask smaller than the canvas and use a feather value in the properties panel.

If you don't need transparency, then adding a layer style of inner glow might do what you need.

@bettlebug not sure what you mean by the tool panel, but the toolbar is found on the left-hand side, in regard to blurring the edge, perhaps you could post the image in question
