Hi

You could make a copy of the layer and convert it to a smart object, add a Gaussian Blur and on the mask paint away where you don't want the blurred effect

You could also use the Field Blur

Just add pins to either side and adjust the blur effect

Go to the Filter menu and select Blur Gallery > Field Blur as in my first screenshot above

Then set the blur value for the first pin to 0

Click on the right side to add another pin and set the blur value accordingly

Then do the same for the left side
