blurry image rescue

I found an old article about the history of my town, but the image that is included with the article is so blurry that when I went to stick into an Abbyy FineReader, it gave me such poor results that I'd have to be able to somehow enhance the image quality. 

 

I tried using "JPEG Artifacts Removal", but it made the image less readable than before. Since I don't have any other copies of the document, I can't go back in and rescan the newspaper article myself (which is the best solution). I'm working on a project for the archive of my town, so if anyone can help point me in the right direction, that would be great. Thanks.

 

I'm on photoshop 25.9.1 under macOS 12.7.5

As Jeff mentioned, if you can share the image, we can advise what is possible in Photoshop.
