Brush cursor circles disappeared in LrC and PS after update

Question

It's happening for both Photoshop and Lightroom, my brush cursor shows as an arrow now and I have tried some troubleshooting from 2018 forums but nothing seems to work. I can't even see the size of my brushes now and getting desperate haha send help!

If this is correct, it has not been fixed yet.
If not, I think it would be good to record and upload a screen of what you're going through.
