Brush cursor isn't visible (not a cross-hair issue) Photoshop macOS

Ok I desperately need Photoshop help and I have searched high and low on google.
 
Using any kind of tool that requires a brush (clone stamp, brush, healing brush, etc) There is no circle cursor. It is replaced with a normal mouse arrow cursor. The tool works but theres no circle outline to tell you where you're working. I have read every adobe forum I can find but they all seem to lend to the caps lock issue or the cursor preferences.
 
I have tried:
toggling the caps lock on and odd (it's not a crosshairs issue)
making sure the proper cursor settings are set (they are)
resetting all photoshop preferences
quitting the application
zooming out
adjusting the brush size (it's not too big/small)

I am having a similar issue. Since updating to 2020 (and while using updated 2019) the cursor on all brush-type tools no longer shows the circle indicating the brush size, but instead shows a static symbol for the type of brush instead of a cursor. This means I can no longer match the size of the brush to the image. I have looked through preferences and various settings and cannot find a way to go back to the circle.

I think it's a screen redraw issue. Try the legacy compositing and see if it helps.

That definitely shouldn't be happening, let's make it right.

As you've already tried several troubleshooting steps, could you try changing the screen color profile to sRGB IEC61966-2.1 and then relaunch Photoshop and let us know if the cursor is visible? https://www.lightroomqueen.com/how-do-i-change-my-monitor-profile-to-check-whether-its-corrupted/

I'm not sure how the screen color profile affects the brush settings however I did that and it didnt resolve the issue.

Could you please try enabling "Legacy compositing" located in Photoshop's Preferences > Performance, then relaunch Photoshop and let us know if it helps?
