Brush FLOW at low % is to strong

Hi folks, i have this problem for a while now. 
On my Windows 10 laptop with Wacom Intuos Pro, the Flow is to strong.

20% emits color as it is 90%.
1% is like it's 20%.

Any idea how to fix this?

Changing brush to general soft fixed it for me. It's very strange since the settings are exactly the same, yet just changing predefined brush to soft (and then making it hard if I wish) fixed the issue.

What else are the Bush Settings? (Please post screenshots of the Brush Settings Panel.) 

Have you tried a higher Spacing?

Hi

When you show those % values, have you set them in your options bar and using them in conjunction with pen pressure or have you set them elsewhere?

Have you made any adjustments in tablet properties to the pressure settings?

Those settings will give high output at low pen pressure. If you have the same issue as the first poster, you need to set the opposite

That's just so the pen touch registers as a 'click'. My brush settings don't include pressure as a factor for Opacity or Flow in PS.

I'm having the same problem, All brush settings are switched off, no smoothing, no shape dynamics, no build-up. exactly like Martin has said, flow set at 1% emits 20% strength, and 10% for me emits 100%.

 

Also checked tablet settings, has nothing to do with that. 

 

Tried 2 version of photoshop, same problem.Tried changing Nvidia GPU settings, same problem

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Brushes, Brush Settings, Options Bar, …) visible in which you apply the Stroke to a Path (»Stroke Path« from the Paths Panel’s pop-up-menu)?

Had the same issue for a while now. Turning up the spacing clears it up but then you get choppy flow. So frustrating.
