Works as expected for me. The cursor size will change due to the 50% threshold cursor value. Are you verifying in the Brush Setting panel that the Hardness value is not being changed?

Brush Setting panel checked - nothing is happening with keys, works with mouse of course.

Keyboard settings checked, everything is ok.

Just reinstalled PS 2017 and everything is working properly there. Same settings, same keyboard, same brush.

Please try with different keyboard layout in settings>keyboard>input Sources

for me Polish - Pro {} wont work, U.S International - PC {} works

Photoshop do not register shift + [ as {  - try changing keyboard shortcuts in preferences
with Polish-Pro layout and it does not work.

LATEST

It's 2020 and issue still holds.

The main problem is that even as one tries to manually assign this very particular shortcut to this very particular key combination (which is actually SHIFT + [  ) Photoshop reads it as simply [ or ] respectively. That's very unintuitive to say the least. And it breaks well established behaviour from old versions.

It's really sad that after more than two years it's still not resolved anyhow, as it's really pain the butt and breaks workflows for retouchers.
