Brush Opacity Problem

I installed Photoshop CC 2018 a couple of days ago, and Im haveing a problem with brush opacity. Opacity is at 100% Brush and Layer Modes are Normal.

Im using an Intuos Pro M, I have already tried re-installing photoshop, same with drivers, reseted preferences and tools. The problem still persists.

Your screenshot shows opacity is not set to 100% It is set to Pen Pressure in the brush panel
