This is an issue on macOS in Photoshop if you have changed your cursor size to larger. You need to set the pointer back to normal.

macOS Ventura

https://support.apple.com/guide/mac-help/make-the-pointer-easier-to-see-mchlp2920/mac

  1. On your Mac, choose Apple menu  > System Settings, click Accessibility

in the sidebar, then click Display on the right. (You may need to scroll down.)

  2. Go to Pointer
