Brush tool only draws after releasing pen contact

Whenever I'm trying to draw with the brush tool, the line that I've created only appears after I've released the contact between my pen and the tablet. 

The tablet is a  Gaomon S620, but I know the tablet is not the problem, as this issue is also happening if I use my laptop's mouse tracker.

My laptop is an HP Pavilion and the Photoshop version I use is 24.4.1.

I uninstalled and reinstalled photoshop, that worked.

But then pen pressure wasn't working, so I uninstalled and reinstalled my Gaomon tablet software.

Then the problem with the brush tool came back.

I've tried everything I could think of as well as trying advice found online, and nothing has worked.
