brush tool selected but move tool is being used, wacom intuos pro & mac os mojave

Hi.

I've googled a lot about this problem and I've found solutions that work, but the problem always comes back.

When in Photoshop CC 2019 (and 2018) on a Mac OS Mojave with a Wacom Intuos Pro connected, I can sometimes paint for a while but then the brush tool stops working. While still selected, the brush tool behaves as the Move tool.
I have tried a lot of things to fix this problem, I've uninstalled and installed Photoshop, I've done the same thing with the wacom driver, I've deleted and added photoshop in the wacom application settings (in system preferences). Adobes customer service chat isn't very helpful as all they've done is re-install the photoshop application for me, so I'm not very keen on trying to talk to them again.

It's a bit frustrating to have to go through this procedure every two-three days, is Adobe even aware of this problem? I've been struggling with this for about 6 months, and I've seen posts about this issue from ~3 years back. 

Not sure what to do anymore. anyone got tips??

sometimes happens even to me and in my case is typically related with a PS document containing one or more artboards.

hm, I don't use artboards, just layers and sometimes groups.
It doesn't matter if I have the workspace set to Default or Painting either, happens anyway.
