3D is deprecated and being removed. If you need 3D functions then you can try v22.2

So how i do ?

Is your goal to apply Filter > 3D > Generate in Photoshop 25.4.0? That is the version I have, for instance.
That's what I see too, and some other users have reported the same issue. You are not the only one. Adobe is removing 3D features, so that's probably part of the process. I don't think your GPU has anything to do with the error message.
