bug or no bug, Actions icon not showing up?

I went to click my Action icon in the side panel, but the icon isnt there. I went to window -> actions and the actions menu opens in the side panel where the other window icons are... but no icon displays for actions, how do I get it back?

Option #1
Grab the tab with the word Actions and drag it above or below any other panels that are displayed as icons.

 

Option #2
Reset your workspace by choosing...
Window > Workspace > Reset [your workspace name, likely Essentials]

Now when you open Actions from the Window menu it will likely be in the collapsed icon state.
