Does anyone else have this problem, I am trying to burn an image in photosop and when I try and use the burn tool nothing happens, it shows up in my history but the image still looks the same.

Try resetting the options for the Burn tool. Right-click the Burn tool in the options bar (not Tools panel) and choose Reset Tool.
If you still need help, share a screenshot that includes your options bar and Layers panel.

In Photoshop 24.0 there is no option to "Reset Tool" in the options bar.
I'm having a similar problem with the burn tool. It barely makes anything darker. It any color maybe about 15 to 20 percent darker but that about all it will do. And that's with the percentage chooser at 100%. I'm used to using Photoshop CS7 (from 2022) where the burn tool at 100% actually makes whatever it's applied to black. In fact it makes any color it's applied to the same level of darkness as whatever % you choose for it. But the burn tool in Photoshop 24 does almost nothing even if it's set to 100%. Anyone have a clue as to how to make it REALLY darken something at 100%?

There never was a CS7. There were six versions of Creative Suite, then the first version Creative Cloud was introduced in 2013.

It sounds like the burn tool issue might be due to a couple of things. First, make sure you’ve selected the correct layer and that it's not locked or hidden. Also, check if you’re working on a non-destructive adjustment layer; if so, you might need to apply the changes or flatten the image to see the effect.
Additionally, ensure the brush opacity and exposure settings of the burn tool are set appropriately—if they’re too low, you might not see noticeable changes. If all else fails, try resetting the tool settings or restarting Photoshop to resolve any temporary glitches.
