Note that the message says the GPU is out of memory, not the system. That's a bit odd, given that the RTX3060's 12 GB onboard VRAM should be plenty.

Still, for a system with only 16 GB RAM installed, 80% allocated to Photoshop is really too high. I'd drop that down to 65-70%. The thing is, ACR runs outside Photoshop's address space, so it needs its own memory in addition to what Photoshop uses. It could be that the GPU has saturated its VRAM, in which case it will start to use system RAM.

This almost sounds like a memory leak.That doesn't happen often, but it can. Usually it's caused by third-party plugins.

What would be interesting is to see GPU memory usage in Task Manager:

That's weird. It's not using much VRAM at all - in fact, it's using slightly more of shared system memory.

Something's not right here. I also see in your system info that OpenCL is unavailable - I don't know how much OpenCL is used these days, but it should be up and working.

This looks like a bona fide bug, but where? I have the same GPU, and it's always been rock solid.

First thing, update the GPU driver. Make sure to pick the Studio driver, not the Game Ready driver. Go to custom install and perform a clean install to remove traces of the old driver. Uncheck the exttra components in the driver package! Only install the base driver (and perhaps the HD audio driver) - but uncheck anything called "GeForce Experience" or whatever they call these things. You don't need them.

There have been one or two bad driver versions from Nvidia lately, but the current one should be good. I have another machine with an RTX4060Ti, where I updated the driver only three days ago, and no problems at all.

Ah, OK - yes, that's the one I have here, updated three days ago. It works perfectly, and I'm putting this machine to heavy work with high volumes and big files:

This is really odd. Did you install those extra Nvidia utilities that come in the driver package? "Experience" and so on? If you did, uninstall them.

Do you have any third-party plugins, extensions? I'd start looking at anything that isn't part of a regular standard install.

I've never had them installed, but they should be in Windows Settings > Apps & features, along with everything else. I do have the driver and the HD audio driver listed there, with an option to uninstall if you click it:
