Is it possible to copy a camera raw settings and paste those setting to next photo? or can I edit in camera raw multiple photos at the same time?

I don’t think Camera Raw can do that on the iPad. Photoshop on iPad seems to be able to select only one image at a time for editing, and that means there can’t be a multiple-image filmstrip like Camera Raw for macOS or Windows.

In macOS or Windows, you can also load up a Camera Raw filmstrip from Adobe Bridge, but on the iPad, Bridge is not currently available.

Being able to copy settings from one image to the next one is available in Lightroom for iPad, shown in the picture below. Lightroom has full raw editing capability. So if you don’t mind doing your raw editing in the Lightroom app on iPad, you can do it there. When you finish editing in Lightroom on iPad, you can use the Share button and the Edit in Photoshop command to send a rendered copy of that image to the Photoshop app on iPad.

No, currently only one image can be opened at a time in Photoshop for iPad. It does not support multiple windows. There is a primary thread for this with 3 posts and 6 upvotes. You can add your comments here:
