a. Does your screen, after any scaling applied in Windows settings, meet the minimum system requirements of 1280 x 800 pixels at 100%. Remember that means if you have Windows set to 150% you need 1920 x 1200 pixels....etc
b. Assuming it does, try this:
If you have anything other than 100% set in Windows display settings, close Photoshop and change Windows Display settings to 100%. Then open camera raw and Photoshop and scale the ACR window down so it is small enough to be scaled up within the screen bounds. Close Photoshop and ACR. Now go back to Windows Display Settings and put the scaling to where you like it.
