Try to disable the GPU.

In the Camera Raw window, press Ctrl+K (Cmd+K on a Mac) to bring up Preferences, then uncheck Use graphics processor.

I have the same issue, and it started happening after downloading the latest version of CC 2017. Have you found a solution? Downloading the latest graphics card driver did not help. Adjusting the memory usage and cache levels in the preferences menu helped some, but didn't get rid of the issue.
