Can anybody suggest which plugin I used ages ago?

In an old disk 2017 2917 I found this image which I modified from my passport photo.
Hopwever I no longer remember what I used to get this effect, I thought it was Topaz Simplify but it doesent seem to return anything similar

Does anybody have a suggestion? 
I'm on Mac ---

I was unable to get Topaz Glow working on my system, but Topaz Studio 2 managed a similar effect using its Radiance filter.  The effect below used a mid point of the strength slider.

I agree with Jeff. This was almost certainly Fractalius.  It has the classic look of Fractalius effects.  However, I was going to say that you could get close with Topaz Glow, but I am unable to run it on my fairly recently aquired Windows 11 system. So I can't demonstrate for sure how close you might get with Glow.  Topaz Clean can do the Oil Paint on Steroids look, but has no control over colours.

 

But I really think that is Fractalius.

If you were using Windows at the time it looks like FRACTALIUS by Redfield plugins:

Or maybe Glow by Topaz
