Can anyone enhance this license plate?

     Hello there, I am trying to enhance this plate because I am trying to get my dads old truck back from the person he sold it so as a gift but i can't seem to enhance the plate enough to figure it out. Its a Pennsylvania truck plate on a ford F-350 99'. If anyone can give it a shot and let me know that would mean so much to me . Its the truck on the right, the white truck with the stripe
