Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:
Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

It is at the bottom of the brush settings. Photoshop's brush puts down a series of brush stamps. The spacing can be reduced so it looks like a single stroke or spaced out so that it looks like a series of individual stamps.
This screenshot is of the same brush with just the spacing changed - it is thecurrent version (22.1) but the spacing control is the same

Just tried it doesnt help still making dots instead of strokes,It could possibly be the mouse is not working on my laptop... Should take it to fix...
