Can emboss and bevel ratios be static regardless of size

I have created a very large logo consisting of shapes and text. There are quite a few affects applied such has bevel, drop shadows and pattern overlays.
The problem I'm having is when I shrink the shapes, the affects above stay the same. For example: A small bevel on a shape covers the entire shape when the image is size is decreased. 
I don't want to have to change all of the check mark options so that it looks correct on the smaller image so I'm hoping there is a trick to this. Can the "Aspect ratio" of the affects:image be saved?

Back before we had Smart Objects, I made a file copy (File > SaveAs...) and flattened image layers before resizing which maintained desired fx ratios.

Apply the effects, and then convert to a Smart Object.

Layer styles can be scaled if you are resmapling you document and layer styles on a layer can be scaled via a menu item Layer>Layer Style>Scale Effects...  that open a scaling slider.
