I am a web developer, familiar with PHP, HTML, MySQL, CSS,  & JavaScripts. 

I need to know, how can I develop a responsive website through a PS web template for our company website.

Photoshop is not a tool to MAKE web sites of any kind. People use Photoshop to prototype sites - to show what they look like. Then the work is done in a web design app. The prototyper likes to think all the important work is already done.
