It's rarely a good idea, even if your software does it. People often try to do this to solve the problem that their images aren't good enough for some purpose, but really, they just aren't good enough.

Photoshop for iPad has an Image Size button that you can use to change the resolution ppi value, as shown below. If by “resolution” you mean the pixel dimensions, then instead of changing ppi, change Units to Pixels. The image quality limitations of changing ppi are the same as they are in Photoshop for macOS or Windows.
