Can I offset text to a path in Photoshop?

I want to offset text to a path shape in Photoshop but not sure this can be done... is this possible? And how do I set this up and control offset.

Text ON a path - or the IN a path?

Draw your path, choose the Text tool and set the cursor directly ON the path or IN a closed path (the cursor will changing now). --> write your text ON or IN the path.

For offset draw a second path (IMHO better) or use the character panel:
