Question

Can I upgrade from CS5 design standard to CS5.5 design premium

I legally own CS5 design standard. In that version the Photoshop app has no animation component, I am fine with this out of service app but want to work on animation projects. I am looking at buying with legit license transfer the  upgrade DVDs from CS5 to CS5.5.. Is this upgrade to a version that has the animation part of photoshop allowed by Adobe or would I need to find a stand alone premium version?

If you are looking specifically to upgrade Photoshop, then I don't think there was a 5.5  —  5.1 was the latest update.

Download Adobe CS5.5 Trials: Direct Links (no Assistant / Manager) | ProDesignTools

Hmmm!!!  Someone appears to have broken the Wikipedia Photoshop Version History Page

The animation panel was available in CS5 Extended from looking at the above link, and was added to the standard version with CS6.  Are you wanting to make frame animations (GIFs) or animate on a video timeline?  I'm thinking way way back to ImageReady, but I can't even remember when it was discontinued, yet alone how capable it was with with animation.  Do you have After Effects with Design Standard?

Are you sure you're not thinking of Standard vs. Extended edition? The Design Premium suites included the Extended version of Photoshop.

In any case, Adobe only sells current versions, which by now is CC only. It might be possible to find a CS6 upgrade license somewhere forgotten at the back of a shelf somewhere, but don't count on it. If you do find one, take measures to ensure it's legal (there's a good chance it's not). And it has to be a suite, not a standalone.

Adobe did sell CS6 for a while after CC, but AFAIK that stopped a while ago. OK, so they still do. Probably not for long.

Adobe does not offer any upgrade path from CS5 at all any more. That window closed years ago.

Adobe reluctantly offers CS6 for sale to those who insist on buying it but it's a lot of money for legacy software no longer being updated. If they do still sell it, you'll literally have to ring them and beg them for it.

Creative Cloud now includes Creative Suite Master Collection and Design Premium features

Adobe will strongly recommend that you join the Creative Cloud, provided your hardware and operating system can run it.

If you still really want CS5.5, you'll have to find it from a non-Adobe seller but beware of all the scams out there.

The software is available from a former user and the seller says he has applied to adobe for a license transfer and I would go to the same adobe site to register as the new owner.  Assuming that is correct the question is whether the upgrade would work and upgrade  the photoshop part of the suite to photoshop extended which has an animation mode.

So you're upgrading from CS5 Design Standard to CS5.5 Design Premium?

That should work OK as long as the seller is providing you with a valid serial number. You won't know that for sure until you try and activate the software on your computer. Adobe don't provide a serial number validation service for pre-purchasers. Caveat emptor.
