Can only open CR2 raw files if I go through Bridge and ACR

If I use Bridge, select a CR2 image and select "Open in Camera Raw", then when in Camera Raw I select "Open Object", the raw image will open in Photoshop without any issue.

But I think I should also be able to open a CR2 raw file in Photoshop from Windows File Explorer by right clicking on the file name and choosing "Open with...Adobe Photoshop 2021". But, when I do this, Photoshop opens and immediately freezes. I can't then do anything in PS, not even close it (have to use Task Manager to close the program).

Has anyone else experienced this and found a fix for it?

I didn’t  get any response to this issue. Can't believe I'm  the only one who has experienced it. Would welcome some help.
