Can't apply any adjustments

Hi, I'm hoping someone knows potential fixes for this.
Ever since I started using the 2024 Photoshop, clicking on any adjustment either results in nothing happening, or finally creating an adjustment layer a few minutes later. The button itself does not look like it reacts to my click, and often nothing happens at all no matter how long I wait.
I never had this issue with any previous Photoshop version. Nothing hardware/software changed in my working station. It almost looks like severe lag, but everything else responds quickly and smoothly no problem.
I cannot keep working like this. Has anybody else experienced this issue?

Does it take as long if you call an adjustment layer from the menu? (Layer > New > Adjustment layer).

 

The new adjustments panel has a "call home" function that I really don't like, probably because of all the new presets that I never use anyway. So I finally got around to creating shortcuts for those adjustment layers I use regularly. Turns out that's even faster than the panel, so I've never looked back. The only drawback is that you have to hit Enter to confirm, but that gets in your blood a

Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

Please specify the exact version of Photoshop. It might be worthwhile to try resetting the preferences.

Ensure you save all unsaved presets and actions before attempting a preference reset.

The new panel can take a long time to load, and every once in a while it doesn't come alive at all. So maybe this is where it stalls.

 

(EDIT - they added a "classic view" option, without the presets, after a lot of user complaints. But I think it actually works the same way, connecting to Adobe servers when starting up. In any case, I still see no reason to go back to the panel.)
