Can't change a shape's color

So I created a shape layer on a transparent background. It started with the color gray.When I try to change it's color,it never changes to the color I want to, even though every thumbnail (Fill, etc.) displays the color I selected. It only changes the shade of gray. How can I fix this?

What color mode are you in?

Is your doc possibly Grayscale?
