You are not really showing us anything because you didn't open the settings you were turning on and off. If you look at the two screen shots below for Shape Dynamics and Scattering do you understand that it would make no difference switching them on and off because the settings inside are all turned off.
If you compair with the Scatter settings below and look at the preview at the bottom of the panel, then you can see how that would make a difference.
If you change settings and want to keep that preset, then you need to save it as a new preset.

OK, I can see what you mean now. You change a brush setting and start using the brush, and a few seconds later the setting you turned off becomes checked again.
I see you are using Geforce Experience, which can cause problems with Photoshop. Those problems are usually to do with the Nvidia shortcuts overiding Photoshop's shortcuts, which I don't see causing your particular issue, but just in case,
Open Geforce Experience
Click on the settings cog top right corner.
Scroll down to In Game Overlay and if it is on, turn it off.
Have a look at the Options Bar and see if you have something like below turned on. That might be forcing the settings to revert.
It might be easier to just Reset the Brush. I usually Reset All Tools when I do this because it is not like resetting Preferences which causes lots of hassle.
Let us know if this fixes it, and if not we'll look deeper.
