Can't change language in Photoshop

I cannot change the language of  photoshop, the default installation language is english(US) and has always been I cannot change it in photoshop settings either any help?

What is the version of Photoshop you are using? Which language do you want to change it to?

My photoshop is set to dutch despite the default installation language being english, there is no way for me to select another language to install. I recently got an update that wiped all my settings. I am using the latest version. Already went through the page you provided
