Can't close Photoshop 2021 due to program error on Windows

Question

I went on photoshop today and I was stuck on the "Welcome to photoshop" screen, when I try to do anything a popup comes up saying "could not complete your request because of a program error", I have been searching to find a solution and I did, I turned off "use graphics processor" and it worked fine until I went to close and the file closed but now I can't close the welcome screen, it doesn't appear in task manager either so I can't force close it. I am using the latest update though it was not working before updating. any help would be appreciated

We're sorry about the trouble with Photoshop. Please ensure you have the latest verion of Photoshop (22.1.1) installed on the computer. If you have already updated, you can try the steps suggested here: https://adobe.ly/2JZDqZB

If the issue persists, please roll back to the previous version of Photoshop (22.0.1) using the steps suggested here: https://adobe.ly/2wH0JjE

Please uninstall the latest version of Photoshop first & select the option to Keep Preferences prior to installing the previous version.
