Can't create a new file

When I try to open or create a new file, the creation window just closes and nothing happens. Even when I am on General Settings and changing this stuff, as recommended, nothing happens. I even reinstalled it...

Which version of Photoshop and OS?

Can File > Open allow you to navigate to say a JPG on your computer then Open it?

If not reset the Photoshop preferences found under the General tab in preferences to see if that sorts out the issue.
