Can't create new layers in Photoshop

I've already searched the forums but nothing anyone's suggested has worked so far. The layer toolbox that's usually at the bottom of the layer selection box disappeared. My image is already on RGB Mode and 8 bits/channel, so that's not the problem. Also, when I do create a new layer and try to place anything in it, (ex, a shape) it automatically goes on the first layer, not the new layer and I'm unable to move it. Anyone know what can be happening? I feel like it's something easy to fix, just can't figure it out.
