Can't create stroke path on shape or path

I am trying to stroke a circle, followed a few different tutorials but every time "stroke path" is greyed out when I click on a new shape or path. Can someone help me?

    Ok.  Now it does work. If I start a new layer and do it. I don't understand the tabs at the top that say make, Selection, Mask, Shape. I was fiddling with them for awhile.

    So this only works if it's on its own layer? With no existing paths?

      No, it's still greyed out.

        @BookIllustrator set the Ellipse Tool to Path in the options bar, draw your circle and Stroke Path should be available
