Can't Drag & Drop Actions to a New Set

Photoshop 20, Windows 10

Just like the title says .... I can drag and drop Actions to rearrange their order. But if I create a New Set and try to drop an Action into it .... nothing. It either moves above or below the Set I just made

Already tried resetting preferences

Your video shows you are trying to drag a set (folder) into a set. You can't do that. Expand a set and try it with an action.

Are you sure? I have Window 10 pro 2004 and PS 21.2. I do not have any problems dragging Action Sets, Actions, or Action steps to new locations in the actions palette including a new action sets that is empty with one exception. You can not drag an Action set into action sets. Photoshop does not support nesting Actions sets.
