Can't export SVG in Photoshop - Use Legacy Export As not showing

The option to export SVG has disappeared, which did happen before, but I just went into Photoshop > Preferences > Export and Use Legacy Export As, and it made SVG appear again, however there's no option to "Use Legacy Export As" inside "Export".

Is this a bug, or something in a new update?

Legacy Export As is not available on M1.

That said, exporting SVG from Photoshop is not a particularly good idea to begin with. It's mainly used as a vector format, and an SVG is usually expected to carry vector content.

But Photoshop is a raster application, and chances are your SVGs from Photoshop will mainly be raster content. Photoshop can output vector data only in a very few special circumstances.

So the whole format is sort of "false flag" in Photoshop, and it serves mainly to spread bad habits and bad/useless files. I suspect this is a large part of the reason it was removed.

SVG belongs in Illustrator, and Illustrator is what you should use to output SVGs.
