Can't get arrow colors in Photoshop CC

I have Photoshop CC on a Mac with Catalina 10.15.2. I'm using the custom shape tool to draw arrows. I can't get a color on the arrows. Every tutorial I see shows the ability to use color overlay to add a color. (Before CC, I also used to be able to set the color before I drew the arrow.) What could be going wrong?

I discovered that I had a very large grey inner stroke set in the shape tool, and turning that off removed the grey.

Color Overlay would be a layer style effect.  A shape can be filled and a shape can be stroked.  They are options. Nether Fill or Stroke is required. A fill can be a solid color, a pattern, or gradient, A stroke can be colored and position relative the shape path: Outside, Centered or inside.  You should have no problem coloring your shape.  To use a layer style color overlay there need to be pixel content to overlay.

Color overlay is working fine for me with Photoshop 21.0.3

You could also set the fill color in the options bar for the shape
