Just had the same problem when tried to install the TK9 and AstroPanel with the crap Creative Cloud.
Fix it using the LAST VERSION of ZXP/UXP Installer ..it works like a charm.

How do you view the TK9 panel after using the ZXPInstaller to install the CCX file?  It's not listed under the Plugins dropdown menu like I expected.  (Using a Microsoft Surace 7 Laptop with a Sanpdragon processor, Windows 11 Home, Version 24H2, Photoshop Version 26.1.0)   Thanks in advance!

Hi, once installled it should appears to you on the plugin menu.

Have you tried to unisntall and reistall it?

There are additional third-party installation alternatives below.  If one doesn't work, try another one.
Alternative installers:
ZXPinstaller:  https://zxpinstaller.com/
Aescripts+aeplugins:   https://aescripts.com/learn/zxp-installer/
Most people find one that works, but you may have to try all three to find which works for you.  If one does work, keep it installed, as you'll likely need it to install plugins from here on.  Let me know how it goes.

Make sure the .ccx file is on your boot drive before installing.

I am on a Mac but have had the issue you describe when I attempted to reinstall a .ccx TK plugin that I had archived to a data drive.

Hi, @Ged_Traynor  yes I contacted Tony Kuiper, and the problem was that I could´t install any of third party non market plugin. It wasn´t only TK plugins, I solved it installing all the plugins with ZXPInstaller. Adobe developpers should take a look at it because it looks like the problem is in the creative cloud platform.

Hi Felipe, could you guide me on how to use the ZXPInstaller to install the TK Plugin. I'm facing the same problem.
