Why can't I transform or move artwork? i.e. what does the following mean?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Channels, Options Bar, …) visible?

I was trying to create a face and I wanted to adjust the position of the different bits of the face that I had drawn on different layers (nose, mouth etc.) but I can't move them. I'm very new to using photoshop so there's probably just a silly mistake that I'm making!

You are in Quick Mask Mode (Q).

If you want to move a Layer the Composite Channel (RGB in this case) needs to be selcted.

c.pfaffenbichler is correct. All you have to do is press the letter Q to get in and out of quick select mode. Anytime you see that transparent red highlight on a layer, it's an indicator that you are in the quick select mode.
