Can't move color picker- stuck above top of screen

Hi,
I'm running Photoshop CC in Windows 10 on a Wacom Cintiq 22 tablet. I can use most of Photoshop, but for some reason, the color picker window is stuck so only half of it shows at the top of the screen and I cannot grab it to move it.

I have tried searching here, but so far been unable to get any of the advice I have seen work. I tried going to Edit>preferences>UI to resize from 100% but I don't see where to do this. I also saw something about a green button, but there is no green button.

It doesn't even help to move Photoshop to a different monitor because the color picker is still on the Wacom.

Please help!!
