Can't move layers using the Move Tool

I can't move layers using the Move Tool. 
Photoshop 21.2.0 release, Windows 10.
My layers are not locked and Quick Mask is not on. 
I've reset the Move Tool.
I've tried Control, Alt, Shift on startup but it doesn't seem to work.

If I turn on Show Transform Controls I get a bounding box and if I resize using that then I can move the layer, but that's not really the Move Tool.

 

Suggestions?

By the way....
This has become a recurrent problem.
Now I have a work around, but it's annoying.

And sometimes - if strange things happens: It could be a good idea to close Photoshop and restart your computer before trying to solve such curious things.

Restarting the computer did the trick.
I'm embarassed I didn't try that earlier.

Do you really clicked directly on the area of pixels of your Layer 1 ? (Because Autoselect in the Control Bar is ON)

 

What happens if you right click (while Move Tool is still activated) ? Do you see the names of all layers "under" the cursor position ?

Hi @mrgaric,

please show a screenshot with your artwork, activated Move Tool, visible Layers Panel and visible Control Bar (and an info, which layer do you want move).

In this example I am trying to move Layer 1, but I can't move any layers.
