All week I´v tried to open my applications and nothing is working, I went from unistalling and reinstalling every single app, to unistall Creative Cloud, and cancel and change my plan. My system is macOS Monterrey 12.5 and when I launch any app, it just jump in the dock several secons and nothing happens.

Which version of Photoshop (23.4.2 is the latest version)?
How much RAM and spare hard-disk capacity do you have?
Have you downloaded the applications via the Adobe Creative Cloud app?
Your screenshot is of the Safari browser; why is that?
Assuming you have the correct system specs and you've reset your Photoshop preferences without resolving the issue, use the Adobe Cleaner Tool to uninstall the applications(s) and reinstall them again:
