I'm pretty sure the disc must be formatted as HFS+ or APFS first.
To get to your preferences:
Hold down the Cmd + Option keys (macOS) or Ctrl + Alt keys (Windows) during app launch and set a new scratch disk for your system under the Scratch Disk Preferences dialog that opens.

Ty, how do I do that?

Plug in your drive, and open Disk Utility. Select the "Erase"button at the top to get to the Format menu. Mine only allows HFS+ for my drive. If your erase menu allows the APFS option, use that.

Then when you press Cmd + Option on starting Photoshop, You should see your new drive as an option. Checkmark both to make them active. Do not disable your Startup.
