I'm pretty sure the disc must be formatted as HFS+ or APFS first.

To get to your preferences:

Hold down the Cmd + Option keys (macOS) or Ctrl + Alt keys (Windows) during app launch and set a new scratch disk for your system under the Scratch Disk Preferences dialog that opens.

Plug in your drive, and open Disk Utility. Select the "Erase"button at the top to get to the Format menu.  Mine only allows HFS+ for my drive. If your erase menu allows the APFS option, use that.

Then when you press Cmd + Option on starting Photoshop, You should see your new drive as an option. Checkmark both to make them active. Do not disable your Startup.Screen Shot 2023-04-05 at 5.19.32 PM.png
